While Ayn Rand made this statement, it is somewhat incorrect.
Communism is just one form of socialism. The others are fascism and slavery. Since ALL socialism is based on theft of wealth, it is generally implemented by force. People don't like their wealth stolen.
Can any of these forms of socialism happen by vote? Yes...it is possible, but it is also rare. Sooner or later, the revolt will come and overthrow such tyranny. This is the essence of much of Ayn Rand's works.
