Unlicensed means it was operating an illegal taxi / chauffeur / passenger van service for hire. That requires a license in any state and the drivers all have to have commercial driver's licenses.

Not really. When in court on serious allegations, it is important to understand everything, and to speak clearly. That means that even people who do not usually need an interpreter should get an interpreter.

The company is an "unlicensed school drop-off service", so she did not need any type of license to work for it. It does appear to have been a legal job as far as not under the table, but would not have required a commercial driver's license.
