They can rule, but what enforcement mechanism do they have? They don't have jurisdiction over other branches and how they function, just as the other branches can't tell them how to run.

Separation of powers. Did they teach you that in your alleged law school?

They have federal marshals, but if the executive insists on violating the Constitution, ultimately they lose, and then the constitution becomes meaningless.
