Easy, especially for Trump, to say anything you want, can even make it up, Trump does it often, but if Biden were to agree to a debate Trump would immediately bitch about the dukes and who would conduct the debate. Last time he wanted Hannity to be the moderator, and when rejected, even the RNC said they would have to confirm any rules or procedures

There is no point in debating Trump as he does not debate. He will not listen to the moderator and follow instruction. He will not answer questions as asked. He will interrupt Biden at every point.

any challenge in Biden's sensible argument. Simple fact is Trump's mind isn't organized either with information or discipline to engage in live debate. So he's finding a way to duck it.
