Not true. Of the bottom 14 states on that list, four are blue: New Mexico, Nevada, Indiana, and Louisiana.

In the real world, Louisiana is extremely red. It has a Republican Governor, Senators, majority of both houses of legislature, and 5 out of 6 of the US House delegation.

Indiana is also very red. It has a Republican Governor, both Senators, majority of both houses of legislature, and 7 out of 9 the US House delegation.

Nevada is more of a battleground state, with a Republican Governor.

New Mexico has historically gone back and forth, but is today solidly Democratic. So you were right about one of the four, in turn of the 14. That means of the bottom 14 states, one was solidly Democratic. It is like being a Republican state leads to poor educational outcomes or something.

I'm sure i'll hear cries of 'anecdotal' or some bullshit, but that's not true. they might be flocking to the JOBS in those cities, but a majority are choosing to live in the burbs, or even rural areas. My own hometown in Illinois had 3,300 people in it when I moved out of state. Now it's just over 5,000.........2 hours away from Chicago.
