In Pennsylvania, you have two options for mail ballots.

Mail-in ballot – Any qualified voter may apply for a mail-in ballot. You may simply request this ballot without a reason.
Absentee ballot – If you plan to be out of the municipality on election day or if you have a disability or illness that prevents you from going to your polling place on election day, you can request this ballot type, which still requires you to list a reason for your ballot.

There is nothing in the PA Constitution that says who can and can't get a mail-in ballot. The legislature is what sets those rules.
The PA Constitution sets the requirements to be eligible to vote but doesn't set the procedures for how a vote can or can't happen other than it must be a secret ballot.

We need to ban all mail-in ballots. All voting should be in-person, same day, and use paper ballots. I say to hell with your aunt millie and her wheelchair and to hell with combat soldiers who don't have access to voting. Give democrats an inch and they'll take a mile.

You can vote by mail in every single state and only 7 of them require an excuse for doing so. In 10 states every single voter is mailed a ballot. in PA absentee ballots are allowed for ALL voters and nobody needs a reason to do so, so obviously nobody is listening to your bullshit.

This country will never return to forcing people to go to the voting booth but you should listen to your Velveeta man and maybe just make republicans go there.
