From Iran who Biden allowed to sell oil. Iran brought in ~ 50 Billion, Trump had sanctions on them and prevented them from selling oil. He had Iran too broke to finance terrorism.

Trade for the hostages. If they need gasoline, once you have the hostages give them diesel. If they need both, give them kerosene... Or, add in a plasticizer like liquid styrene that will ruin any engine it is used in.
