First of all, "From the river to the sea" is about 80 years old. The average age of a Palestinian is just 25. So very, very few Palestinians who were alive in 1967 are alive today, much less understand and know the context of that. More than half of all Palestinians are under the age of 18.
Secondly, part of electing and forming a government that can negotiate peace means that government has to accept Israeli statehood. That's the only way negotiations can happen. That is their give. And that HAS happened before, with Israel reaching peace deals with Jordan and Egypt, who used to fund most of the PLO activity including "from the river to the sea"
They haven't because Netanyahu has spent the last decade undermining the Palestinian Authority and elevating Hamas:
