Nope check later posts as i applied the same logic to Iran as it applies to both.
Iran was not saving up the money nor was Hamas, nor was Hezbollah.

And also, Biden will want a complete audit of their nuclear program with inspectors on the ground next deal!
And, there will be no more supplying Russia with weapons in a new deal either.

Biden (US Foreign Policy) is in a position of strength right now with IRAN! In fact, if they want a deal, they will have to ask for it next time- and meet all of Biden's demands- OR NO DEAL AND NO MONEY!
SO their money is going to sit in the banks in S. Korea without drawing any interest- Frozen!
And Iran needs that money. Their National Healthcare is in crisis- no medicines- people are dying in droves. People are actually starving to death every day in Iran in record numbers- because there is not enough food to go around. Iran is in a humanitarian crisis, and has been for a long while now! Iranians are at the end of their ropes with their leader!
If a new deal is not brokered, and soon, the people of Iran will revolt and overthrow Seyyed Ali Hosseini Khamenei and have him imprisoned!
So I would say Biden is sitting pretty! Biden owns Seyyed Ali Hosseini Khamenei and he has the Iranians in his hip Pocket already.
