It doesn't matter if she was. The "cop" that shot her didn't follow federal use of force guidelines. He didn't try to get between her and getting through that window. He was in a side corridor out of her sight. He made no attempt to use verbal commands or other less than lethal use of force to stop her. Instead, he shot her in the back, and worst of all fled the scene after doing it.

I remember back in the 60's Dallas had a huge problem with an organized Criminal gang unit that was robbing Dallas Convenience stores, mostly all 7 11's back in those days. Even customers were getting shot by being in the wrong place at the right time.

They would just shoot and kill, or tie up the Store clerk after beating them up, and rob the register and everything else they wanted! It was like everyday another store clerk was shot to death somewhere in Dallas. This went on for weeks.

Sheriff Bill Decker formed a shotgun squad, where Dallas Sheriff deputies would hide out in the store's coolers armed with sawed off shotguns. It only took about a month to completely wipe out the Criminal gang that was robbing the stores. Many of which the gang members were killed in the stores during the robberies.
