Joe had a lifetime stuttering problem. He does have a bit of trouble mixing things up. However, he is not mentally damaged. His stuttering has created small gaffes his whole public life. Those gaffes are why I did not want him to run for president. But when I saw he was running against a person as confused and stupid as Trump, I relaxed. Trump's speeches are a hot mess.
