It appears he could. The 22A say he can't be ELECTED to the presidency more than twice but it does not ban him from SERVING more than two terms.

I am certainly not the only one who suspects that this is the current plan. Economic emergency, one created by the Revolution, is likely part of the plan, it will keep people from complaining..."Its an emergency, we must do this for your safety!" rarely fails to work.
