What Garland CANNOT prevent, is Durham bringing forth charges he plans to files or his written report.
If Durham found any legal wrong doing he wanted to charge, he can present those indictments to Garland and Garlands power is deny them fi he disagrees. Then congress gets all the info to review why Garland went against his SC.
Durham found nothing. 4 years later he gave Garland nothing to deny as he came up with a big nothing burger. He could find no legal wrongdoing and the only thing he disagreed with was procedural. he thinks the FBI missed one simple step which would have lead to the next step and investigation regardless.

I thought I would jot down a few lines about Walt for those of you who find his political views difficult to understand (for instance his "KNOW YOUR NUTJOBS" post above).

He is desperate to get pregnant so that he can have an abortion. Walt really wants to have an abortion!
Walt is a radical in the sense that he hates America and believes the entire nation must be totally transformed. He is instantly "triggered" by any reference to traditional American beliefs and ideals. "Freedom" is one of them; Walt says that so-called American "freedom" is nothing but egocentric selfishness; as for the constitution, he believes it is nothing more than an evil a handbook for extremist, political fascism and the violent repression of the people, which should be shredded immediately. Walt advocates for socialism and wishes that America could be more like Venezuela. He currently is in the process of relocatin to the Tenderloin District in San Francisco with Obamina. He believes the driving force underpinning modern American capitalism is the exploitative phallogo-centrism of Western culture; that is, the brutal, rapacious logic of the erect male penis that seeks to dominate and "shaft" everything gentle and vulnerable it encounters to achieve its brutal gratification. The erect penis is a pure symbol of the the American, Capitalist Patriarchy's "toxic masculinitity, and this is why Walter always puts ice cubes in his underpants when his is feeling horny.
In conclusion folks, Walter's political worldview is a complex, multifaceted and ever-shifting "kaleidoscope" of brilliant and profound ideas. We do have some hints as to what the key influences on his thinking were, as Walter is known to be an admiring student of the works of Chairman Mao Zedong, and he is also a well-recognized authority on the political philosophy of the enigmatic genius, Hunter Biden. "Lady Ga-Ga" is also rumoured to one of Walt's trusted, personal confidents and political advisors.

Oh, there's one other thing I should quickly mention...
Walt has strong opinions on a range on contemporary "Green" issues in American politics. For example, he is a proud and outspoken member of the AOC- Pocahontas Warren, "Climate Doomsday Cult." He regularly delivers passionate addresses to town hall meetings in his home town warning of the threat that cow farts, fast food and American's selfish obsession with owning gas - powered cars is pushing the planet ever closer to the brink of Armageddon Another political issue of tremendous concern for Walther is censorship. He ardently believes that far more of it is needed , because without robust censorship there is nothing to prevent "reactionary activist" fro encouraging Americans to think for for themselves. And this, Walt warns us, could rapidly generate an extremely dangerous situation; so freedom of thought/expression must be vigorously censored by the government at all costs.

The SC will decide which charges or not, he wants to bring or not, based on the investigation conclusions. The AG then either allows his decision to stand or uses his discretion to over ride the SC and deny them their decision.
If the AG denies or goes against the SC decision, then all the material of the SC has to be provided to Congress so they can do their own investigation to see why the AG might be over riding the SC on this decision.
Durham made no decision to seek indictment on any of this at the conclusion of his investigation as he found nothing to indict.

Apparently, the JPP left failed to read it; no more charges, due to well exercised "plausible deniability", does not cover for the astounding, revelaed, criminal misconduct of the FBI, DOJ, CIA and DNC, in the creation and execution of the pack of contrived lies that was the entire Russia Lies Sedition.
So Durham could find no evidence to prosecute anyone, but there continues to be prosecutions of Russians and Republicans for their conspiracy... Odd how evidence has such a liberal bias.
