Nope. If I tell you to attack the Capitol today and you do it tomorrow, I did not incite you. It must be immediate.
If that incited you to attack the Capitol you are the most gullible and obedient person in the world. Every criminal in the country could just claim somebody else told him to commit the crime.

I know Epps is being directed by the DNC/FBI. But he is again being sacrificed. If this were to go to trial - the videos we have all seen of him inciting violence and leading the breach of the Capitol building become part of the case - which means they can be used as evidence in criminal proceedings.
Epps bosses in the DNC/FBI - that is the STASI, are setting him up, just like they did at the Reichstag Fire.

Carlson showed evidence in the form of two videos where Epps advocates violence - and then tries to walk it back when the crowd identifies him and starts chanting "Fed, Fed, Fed" as well as Epps leading the crown on 1/6 to breach the capitol. Carlson makes no claims about either video, only asking if Epps might be connected with law enforcement.
This is nothing but the DNC/FBI using Epps again, to blow smoke and try to distract from the damning video that Carlson showed.
