Yes, he did say that at the beginning of the Chinese Disease outbreak. So? You had Democrats in the House at about the same time first castigating Trump for doing things like implementing travel bans, then castigating him for not making a stronger response.
There's a lot of blame and finger pointing to go around on that subject. You are trying to make a politician making a political statement at a specific time into a liar on the basis of hindsight. That's a historian's fallacy and nothing more.

This is equivalent to blaming Biden for pushing vaccines that work like crap and his saying If you get vaccinated you won't get COVID... That's not a lie, it's a politician trying to make a positive out of the situation and being badly wrong down the road (in the future) with their prediction.
