If Party A gerrymanders districts to be won by Party B by 100% or won by Party A by 51%, then Party A can win 51% of the districts with only 26% of the vote. This has real world evidence, as there are states where Democrats have 50% of the vote, but get 30% of the representation.

All of this is a mathematically proven fact, but the real world can be a bit more difficult. Voters are not completely predictable. If Party A drops to 49% of the vote in 51% of the districts (a drop of only 1% overall), they get zero percent of the representation.

Zero facts? I have a national election of the US House of Representatives. In case you don't know, the reps are proportioned based on population. Since the GOP holds the majority, they had to have won the national popular vote in order to achieve that.
