Yes, it is to raise the price of foreign products to encourage us to buy American. That also raises the cost to American consumers. It also invites retaliation costing the consumers again when they have to bail out American businesses hurt by that retaliation (like the farmers).

There is nothing conservative about tariffs if a person believes in free enterprise and competition.
