Florida is definitely better than Puerto Rico, much like Puerto Rico is better than El Salvador, but no sane person would call their building code "robust". DeSantis wants hundreds of billions in federal funding to bail out their failed building codes. They cannot get homeowners insurance, because their building codes are failed. Buildings actually collapse from time to time because their building codes failed. They have some of the lowest sewer connection rates, because their building codes failed. Huge number of houses are just spewing untreated sewerage into the environment, like a third world nation.

Florida is a national disgrace, and we all know it.
