One point. The 9/11 attack wasn't "Saudi backed." Many of the terrorists involved were Saudis but they weren't living in Saudi Arabia for a reason, and that was because they would have been arrested as terrorists and likely beheaded. The Saudi government didn't like al Queda in the least.

The reason the 9/11 terrorists were living in the USA was they wanted to attack the USA. Most of them could travel back and forth to Saudi Arabia without issue.

Saudi Arabia does not have any taxes, but does require its citizens to give to charities. One of these charities that citizens could give their mandatory donations to was Al Qaeda. By the time of 9/11, it had been removed from the list of acceptable charities, but almost all the funding came from Saudi Arabia, and much of the funding was OKed by the government.
