Possibly, and he has a good chance of winning too. It wouldn't be anywhere near the first time that government 'management' fired, disciplined, dropped, or whatever negative someone because they were uncomfortable or embarrassed by that person's action(s). It is almost always a knee jerk reaction to their own discomfort and not allowed by actual government policy, rules, or law. What follows is a drawn-out fight that ends with the management losing and the person reinstated, made whole, or winning a pile of money. What doesn't happen is those that caused the situation to begin with being disciplined for their fuck up. Instead, that gets glossed over and forgotten. Management protects their own.

I've seen it happen too many times now. With someone who's sharp, they might cut management off at the pass and that results in a stalemate with nothing happening, but that's an exception.
