No, the National Guard is the state militia, which is given weapons and training by the federal government. The Commander-in-Chief of a National Guard unit is the state governor.
The National Guard is used as a reserve unit by the federal government, and as a police unit by the state governments. Neither require the best war weapons, so as a general rule they get second tier weapons. If you want to fly the best fighter jet, join the active Air Force, not the Air National Guard.
According to you, private citizens can have their own nuclear weapons, bomber planes, tanks, etc.?
