The National Guard is state level law enforcement, and is under the command of the governor, except where there is no governor. There they are under the command of the president, who commands them as a law enforcement body. Within DC trump did not have to ask anyone for control of the National Guard, much like within Virginia their governor does not have to ask anyone for control of their National Guard. A mayor has no control over state level law enforcement, whether it is state troopers or the National Guard.
Pelosi was one of the votes for one third of the control of the Capitol Police. If she did not like what the House Sergeant-of-Arms was doing, she would have to get the entire House to vote to remove him. It would be an entire process, after which she would have only changed one third of the votes on the governing body.

Yes, I mentioned that. In a state, the Commander-In-Chief of the National Guard is the governor. In DC, it is the president. So even when the DC National Guard has not been federalized, and is doing law enforcement duties, it is under the command of the president.

You do not run a city as a governor, you run a city as a mayor. The city the mayor runs just happens to completely overlap with DC, but overlapping does not give her power over the National Guard. trump was completely able to use the National Guard to takeover St. John's Episcopal Church without any authorization from random mayors, or legislators.
Only Congress can provide the authority for a President to use National Guardsmen or troops in a civilian matter.
Within their own state, there is no need for Congressional authority for the National Guard to act as law enforcement.

That meant the tie breaking vote of who would be the Majority Leader was in the hands of the VP. On January 6th, the VP was Pence, so McConnell was the Majority Leader. On January 20th, the VP was Harris, so Schumer became the Majority Leader.
