That would be an important and realistic interpretation. The founders knew the constitution needed to be changed as time went on. They could not anticipate all the changes that would come, but they knew they would come. The concept of an unchanging Constitution is absurd. One thing is for sure. The 2nd Amendment is outdated. It certainly needs to be rewritten.
The 2nd was based on not having a standing army. It was a way to quickly raise an army to defend the USA if needed. Technology has changed. A standing army is necessary and we have one. Arms have become far more lethal. The right to keep and bear them should be heavily regulated. Certain arms should be off limits to the general public. We actually already do that. Citizens are not allowed to maintain their own nuclear missiles. Weapons of war have no place in civil society.
