the state constitutions commerce clause gives the legislature the power to write laws regarding the regulation of commerce. The chapter of florida law I pasted explains all the commerce regulating power. The legislature can then regulate that commerce to either require cruise lines to verify vaccine status or prohibit cruise lines from verifying.

Right, the legislature, not the Governor.

The Governor does not have the Constitutional power (State or Federal) to do this.
