Presidents can only sign bills that reach their desks.
The Democratic House has bills ready to sign right away.

The Senate has 50 Republicans, 2 Democratic leaning independents, 46 real Democrats, 2 DINOs, and a Democratic Veep.
If not for the Senate, an obstruction that doesn't exist in modern parliamentary democracies, everybody would have received checks by now.
