Reagan raised the deficit and debt by a huge amount. In practice, he was as opposite of fiscally conservative as someone can get.

When Reagan said he would cut the deficit by forcing "young bucks" to go out and get a job, to many it sounded like he was just saying young men in an odd way. To Southerners, they understood it as Black men. It was a dog whistle, he was not talking about the deficit at all, but about blaming Blacks for all America's problems.
