They have the same authorization as the DC police, they carry their weapons and may fire in self defense if it falls within the legal definition. There is no shoot to kill order, fake news.

Capitol Police have shot and killed people several times in defense of Congress.
BTW, presidents don't literally "command" the DC Guard. Pentagon officials do, and have since 1949. State governors nominally command any state Guard contingents present in the capital, but in practice, the senior officers on the ground are responsible tactically.
You make some valid points, there, I think. The left's sudden enthusiasm for shooting protesters is puzzling only if you expect them be consistent, IMO. I don't.
