Once Trump stops running interference for them, I suspect many will be picked up for their crimes. 
It's not the first time a President has run interference for political reasons, but AFAIK, it's the first time a President has run interference for a violent and criminal gang.
In the 1990s it was FOB, Friends of Bill, who got a pass.   One of those who got a pass was the worst airline in the USA and the darling of Wall Street;  Valuejet.  Their call sign was "Critter" for the friendly, cartoonish logo on their white and blue planes.   After a few of their poorly maintained (thanks to Bill telling the DOT and FAA to leave them alone) aircraft burned up on the taxiways we called them "Crispy Critter".  Still, Valuejet was FOB, so they were left untouched by the DOT and FAA, appointees of Bill.
In 1995 the DOD refused to allow Valuejet a military transport contract due to safety issues.   In 1996 Valujet 592 nosedives into the Florida Everglades at 400 knots killing all 110 people on board so thoroughly, only a little ground meat was found.  The gators got the rest**

Not even a smoking hole since 8 feet of Everglades water put out the fire.  The aircraft went straight down through the 8 feet of water, 18 feet of silt and shattered against the bedrock/coral like a raw egg dropped from a second story window.  Estimates are that all on board were dead or incapacitated from toxic fumes before impact.  Some people were probably severely burned as the flames came up through the aluminum floor boards forcing them to move.
Like the shells of a dropped egg, the harder fragments of the aircraft slid under the 18 foot layer of silt making recovery near impossible so the area is treated like a graveyard.
