If masks and other government policies work, how do you explain this?

A surgical mask is nothing more than a regular N95 mask treated with a biocide. They are good for about a couple of hours after opening them. After that, they are just like any other N95 mask.
Surgical masks are somewhat effective against bacteria due to this treatment, but that only lasts for a couple of hours. None of these masks are effective against viruses at all.

An N95 mask is also considered a 'respirator' by the industry. Canister masks, such as used by painters, are also ineffective against viruses. The charcoal canisters won't stop a virus. Compressed air masks do not stop a virus either. The compressor filters are ineffective against a virus. Oxygen masks are not tight fitting. Full gas masks, such as used in chemical exposure and bio and chemical warfare, are effective, the these masks are heavy, awkward, hot, and uncomfortable. They are also expensive. I know. I have to wear one of these bastards on certain jobs when I'm installing industrial equipment.

N95 masks are dust masks. They are good against particulates 3 microns and larger. Viruses are much smaller than this. Cloth masks are even worse than N95 masks. The only thing cloth masks are really good for is wetting them and using them against smoke long enough to get out of a fire, looking like a hypochondriac dork, or robbing banks and convenience stores.
I worked in surgery for years. Surgical mask are not 95 masks.

Isn't California the 12th most densely populated state in the Union? That kind of kills the population density excuse.

LA and SF are two of the most densely populated cities in the U.S., and they have some combined 20 million people in their metro areas.

Do you really not fucking understand how people live? They're not evenly spread out through the San Joaquin valley, shirtbird. They live in cities. Very cramped, densely populated cities. THAT'S why the virus spreads quickly there. That, and dipshit republicans who refuse to accept basic biology.
