I am glad you asked. It depends on the types of bars. There are several types.
Restaurant bars are one such type, and Texas State and my local authorities have never had a full shutdown on them. They have been only shutdown to 25% capacity. In order to qualify as a Restaurant bar in Texas or my town, you have to have at least 50% of your income coming from Food sales. These standards must be working because, not many restaurants have failed in our area as a result.
But drinking establishments have suffered. Even when they were allowed to operate under the 25% capacity rule, many bar owners didn't even try, as there were no way to make enough income to make it worthwhile to them. However, some did open.
The TABC were tasked to audit the ones that opened and make sure the bars were following State and local guidelines, mandates, and rules.
It only took them a month to realize that Bars were not and neither were their patrons. So the governor closed them again.

And may I introduce you to Yelp- Yelp advertises take out service in most any restaurant you can possibly think of!
Go ahead and check it out in just your town- THEY ALL OFFER TAKE OUT SERVICE!

if take out worked don't you think restaurants wouldn't be closing ? I doubt to many people want a take out steak dinner or lobster .
There are a lot of places where you are paying for stuff other than the food....like being treated well or the view...where paying the menu price for the food alone would be dumb....especially when the food is going to be old before you can eat it as take away food is.

Let me just say most. Dallas has an art district that has more Restaurants than people that live there. Of course they survive on a lot of Tourism. Which has shut down, not by any government, but just by the demand decrease, and that has to be one of the reasons why they are failing.
So, it's not just for reasons of the governments shutting things down.
Hell, most people are changing the way they live, because they don't want to die from this virus.
And all of these millions of people that live through the damn thing may not even be out of the woods, as these viruses can come back in your old age and hit you just like the shingles does. Medical science has no idea what ramifications of having this virus has on the human body for the long term yet.
Everybody better look after themselves and make their no. 1 priority preventing catching or spreading the virus- NOT EATING OUT AND DRINKING DOWN THE BARS!

Restaurants and bars should be open, and those who are high risk should be staying out of them.....the great thing about a bug that almost never kills people that are not old or with major pre existing health problems is that everyone else can get on with their lives almost like normal......we know how to deal with pandemics, our ancestors had a lot of practice, they perfected dealing with pandemics.
