Also, did money ever actually change hands or was this something that was picked up by our intelligence assets and never acted on by Russia? Or acted on in any significant way.

Pretty much.

Especially if was raw intelligence. It could have been Russian misinformation for all they knew. And there’s the argument about priorities: analysts have to prioritize what they bring to the briefings since they only have X amount of time before the president has to move onto something else.
