B) those states that did implement universal vote by mail did so gradually insuring a more secure process they didn't do it in less than six months under duress.

What difference does it make. If you receive a mail in ballot, you still have the opportunity to go to your local polling place. That is assuming republicans haven't closed it down, or possibly limited in person voting to just a few hours.
