A perfect example of your limited thinking skills. Although I'm certainly not taking trump's word for the state of that district, he must think that poor people choose to live in unsatisfactory conditions. If you're earning just enough to get by, you don't have extra to buy lawncare products or get your roof replaced or your driveway resurfaced. Poverty's a bitch.

The district is made up of people. If trump insults the district, he indirectly insults those living there by implying that they don't care about their surroundings.
