The certificate is signed and dated as being certified. It is valid as a legal document in it's original form.
A stamp and a signature is considered just fine for notary purposes. There is no legal requirement that a seal be used. Your argument is legal nonsense that you are attempting to trot out as if you knew what you are talking about. You don't.

actually, since I have been a notary for over 40 years I knew that......I also know that what you called the "stamp" is in fact the seal.......sorry if I know more about the law than you do, but that may be because I am a lawyer and you are........what?.......
