The certificate is signed and dated as being certified. It is valid as a legal document in it's original form.
A stamp and a signature is considered just fine for notary purposes. There is no legal requirement that a seal be used. Your argument is legal nonsense that you are attempting to trot out as if you knew what you are talking about. You don't.
