Does this mean that the Restaurant has regulated itself to only serving around 20% of the people in town and is excluding the rest.

The restaurant almost certainly gets more of it's business from the residents of the town rather than the surrounding county. But even if not, there will still be more than enough loyal customers who will continue to support them, so they should have no problems at all in that area.

There will also be people who now support her because of this that will come from other cities. Then, people being fickle, they will soon forget.
