The same reason you don't see a massive alcohol bootlegging racket. When people have a legal avenue for something they are predisposed to that in lieu of the illegal path. You'd do even more to hurt illegal sales if you didn't tax the damned thing.

experience would show that they'll use oppression, threats, and violence against individuals growing their own, much like they are doing to avocado growers in mexico now.
 
I expect that some will try, at least until the courts tell them that the 4th Amendment stops them from doing that, much like they had to do with people carrying guns where it is legal.

And yet there are still plenty of police that use exercising 2A rights as a pretext to fuck with people. And that isn't decriminzalied, it's a 100% legal activity.

and you have two results from this unwarranted action....

1) the person KNOWS his rights and refuses to cooperate, thus making the cops give up........or
2) the cops screw up, arrest said individual(s), and the city gets to pay out tens or hundreds of thousands of dollars. eventually the city will get tired of paying that money out for the illegal actions of said cops

or we the people could really take control and mob the cops, arrest them, and if they resist, kill them. but most people aren't ready to be that forceful and violent to assert their rights.

I helped start the open carry movement out here in TX in 2008. we've had many instances occur and USUALLY we get lawyers happy to help file suit on contingency and get settlements from 25k to 125k.....depending on how heavy handed the cops were. I use a texas based legal fund called 'self defense fund' that specifically handles incidents of cops arresting open carriers. Our latest one occurred in Olmos Park, TX. they really screwed up and it will cost the city at least a million or more.
