It will increase growth rates if there is insufficient ventilation but only then.
Hydroponics also has no affect on potency only growth rates.

Back in my younger daze I did a lot of experimentation with selective breeding. If you are very careful, you can take a small portion of a plant, and pollinate just a few flowers to perpetuate your breeding program without seeding your entire crop. Now, of course when you harvest those seeds, you're not just going to throw that weed away. I never experienced any discernable difference in potency between seeded buds and seedless.
