You know so very little about the Keystone issue, but why would you? None of the tar sludge produced in Texas stays in the country. It's all sold on the open market, by multi national corporations that pay no taxes here.

So that 'self sufficient' crap doesn't fly in the real world.

Nor does the word 'spilt'.

Oil and fossil fuels will still predominate until around 2040, when there will realistic alternatives like 4th and 5th gen nuclear, hydrogen and renewables.
