In the absence of the subsequent wind sheer (in the atlantic )during el nino conditions (in the pacific), hurricanes more easily form. Natural cycles cause the formation and it has very little to do with anthropogenic forcing.
Limpdick was criticizing the exploitation of natural weather events for climate change propaganda purposes. Leaving because there is a dangerous weather event approaching is not inconsistent with believing natural cycles are responsible for said weather event.
