I don't know about other states, but when we homeschooled my son one year, they required a completed test be sent in and graded for completion. In any case, why is it the governments concern?
Because you can't trust everyone to follow the rules and do what's best not only for the child but for society as well.
Keep in mind that society has to deal with the products of all schooling. Public, private, religious, charter and home.
Home schoolers have the least oversight so there is very little way to tell what these kids are being taught or the quality of how they are being taught.
Kids who receive a substandard education tend to place a burden on society as they get older.

independent testing of the students
My buddy's a professional athlete and they home school their kid because of their crazy travelling schedule. They turn in all their work as required etc. is there a problem with that?
I think you can cram to defeat a test. As a student of human nature, I don't think occasional independent tests are going to ensure that the children are getting
6 or 7 hours of enriched scholastic activity each day, and they damn sure won't be enlarging their skills for acquisition of social capital.
is there any data involved here or just personal preference of not liking how certain people raise their kids?
