oh lord I do not feel like reading thru Article 2. I suppose Congress can set sanctions -but when sanctions cannot be changed/met by POTUS, that has to be over-reach..

The only reason why POTUS would have no say is when the sanction is veto-proof. Even still, he's not supposed to be altering the details. Even if Congress chooses to ignore it, the actions would still be unlawful.

Trump could also just leave it on his desk and not sign it into law.

At least, until there's a full investigation to rule out a Pakistani connection to the DNC leak. Any election related sanctions against Russia would be premature until that is settled. So Trump's action [non-action actually] would be prudent in that case.

And funny as hell lol.

not altering. the problem is Congress can veto anything POTUS want, even if Russian sanction requirements are met, Congress can then just move the goalposts

So I'd say the Republican Party has decided for expediency and to salvage a despised egomaniac president to subvert investigation into espionage and subversion of our electoral processes. It's really the same event playing out, and in both instances it is Republicans who are the mad dogs, and of course massively hypocritical and betrayers to their own former ideology.

Telling me there was an "international conspiracy" as a justification then is the same thing as telling me the fact Russia exists today is reason enough for un-supported charges of Russian collusion .

Which begat todays today's multiple in investigations over nothing just as the House Un-American Hearings were based on hysteria without foundation.
