The nat'l guard should be in Chicago until the murder rate is under control to the point where the DA office can catch up with the case load.
At that point send the Guard back home until the case load (inevitably ) gets overloaded again. Then bring 'em back when it does.

That might be a difficult legal argument to make, since you would have to convince the courts that the situation is beyond a matter of law enforcement in order to utilize the Guard.
 
so government failed in it's responsibility to the people, then you approve of the people going outside the rule of law to give the man what he 'deserved', even though he never got to have his day in court, yet you still support the government agents who wear badges?????????
