Why didn't an Assistant Atty General or some one in DoJ do their job as prosecutors;instead of dumping it into Comeys lap as an Investigator?

Comey didn't prosecute anything.
The job of the FBI is to INVESTIGATE and give recommendations to DOJ based on the findings as to whether or not the actions merit prosecution.
That is exactly what Comey did up until the point that he started going public with his findings and influencing public opinion.
I think it left a permanent scar on her reputation. She will never regain the shred of creditability she had.

Comey is the investigative agency (FBI). The question remains as to why Lynch didn't just recuse herself-
but instead chose to bypass the entire DoJ for a prosecutorial decision -instead leaving it up to the FBI ( investigative agency).
Lynch clearly wasn't the lone official capable of taking the investigatory evidence-and making a DoJ ( prosecutorial) decision.
Yet she shut out the entire DoJ from the prosecution decision "dumping it in Comey's lap" (my words)
It was Comey's job to tell the people the TRUTH....in the hearings he testified under oath.....
