It is impossible for that statement, made before congress on camera, to be anything other than a lie.
On Secretary Powell's casus belli presentation to the U.N. General Assembly:
during the Cuban Missile Crisis JFK presented formerly classified U2 spy plane images of Soviet missiles on Cuban soil.
For Bush / Cheney / Powell's casus belli presentation, Secretary Powell presented drawings, generated by the U.S. government, of "mobile WMD labs".
Some body was responsible for those drawings getting into Secretary Powell's hands. And if you follow that chain of custody to its source; you shall find one of the original liars.
But Bush (younger) was the liar in chief. Bush lied *.
