It's the fucking name of a political organization - not a part of a structured sentence. Do you criticize Krispy Kreme for misspelling its own name?
 
When you say "The Democratic Party", you're not using an adjective as a noun. Strictly speaking "democratic" here would be an adjective even if it were considered as a proper sentence, it modifies "party".
