I also have a grandson that has been working in the field now for 5 years and he also plans to get his master's license very soon. Who is the IEBW? Amen
Perhaps you actually mean that you have a grandson, who has been working as an electrician in an approved apprenticeship program (that could be either an approved union or non-union program), who is about to go for his certification test which would get him an electrician's certification certificate (and card) which is what is commonly known as a journeyman certification/card.
A "master electrician certification", which takes 20-30 years to get, is strictly a union thing, like in the IBEW.
