Biden said those remarks to a room full of people. He was arrogant and condescending, and trying to impress everyone with how smart he was. So he responded like the loud mouth buffoon that he is, bragging on about his accomplishments, many of which turned out to be bald-faced lies. Why would he make such outlandish claims in front of the camera? Because he assumed that he was the smartest person in the room, and the intellectual zeros that he was talking to would never even think to research his claims. He was sadly mistaken.
