The resolution sanctioned the establishment of a no-fly zone and the use of "all means necessary" to protect civilians within Libya.[67] On 19 March, the first Allied act to secure the no-fly zone began when French military jets entered Libyan airspace on a reconnaissance mission heralding attacks on enemy targets.[68] By 22 August 2011, rebel fighters had entered Tripoli and occupied Green Square,[69] which they renamed Martyrs' Square in honour of those killed since 17 February 2011.
The liberation of Libya was celebrated on 23 October 2011. At least 30,000 Libyans died in the civil war.[70]

Back in the spring of 2011, in an attempt to persuade nations growing increasingly skeptical about NATO-led attacks on Libya, especially India, Russia and China, Rice went before a closed door meeting of the United Nations Security Council and announced that Gaddafi's forces were issuing Viagra, the drug used to treat erectile dysfunction, to soldiers "so that they go out and rape" civilians in areas that support the rebels. According to news reports, Rice's allegation was false. To our knowledge, Ms. Rice has never bothered to explain her claim, never apologized, never expressed regret about it. This, despite the fact that it would be difficult to imagine a false claim about a matter more serious because it was uttered to buttress support for a policy that exposes soldiers in combat and innocent civilians to the most serious risk imaginable. The fact that this false rape claim was made by a leading official of the most powerful nation on earth should be a grave concern to the entire world community. Yet, we saw no condemnations nor expressions of outrage by anyone, including the GOP and women's groups, regarding this flagrant abuse of the power to cry rape.
