WASHINGTON (Reuters) - A new Internal Revenue Service unit set up to catch rich tax cheats hiding their wealth in complex business entities is rapidly taking shape with the hiring of hundreds of employees.

The IRS high wealth unit, part of a broader effort to combat international tax evasion, is focusing on "the entire web of business entities controlled by a high wealth individual," IRS Commissioner Doug Shulman told a tax conference this week.

Another IRS official told Reuters "hundreds" of people have already been hired to staff the new unit, including some from within the agency.

"We have drawn top talent within the IRS that have expertise involving wealthy individuals as well as examination of their related entities," said Mae Lew, an IRS special counsel.

The high-wealth unit is focusing on trusts, real estate investments, privately held companies and other business entities controlled by rich individuals.

While use of sophisticated legal structures can be legal, in other instances they "mask aggressive tax strategies," Shulman said.

Tax authorities in Japan, Germany and the UK have also created similar units.

The U.S. House of Representatives on Thursday approved a $387 million boost for the IRS for the fiscal year that started October 1, in part to fund the high-wealth unit. The Senate is expected to vote on the measure on Sunday.

NEW GLOBAL FOCUS, JOINT CORPORATE AUDITS

The IRS is also opening new criminal offices in Beijing, Panama City and Sydney to focus on funds flowing out of Europe and into Asia, in part because of a heightened focus on international enforcement in Europe.

The goal is to get those up and running during this fiscal year, which ends September 30, according to Barry Shott, IRS deputy commissioner for international issues for large and midsized business.

At the center of the agency's offshore effort is its legal cases against Swiss banking giant UBS AG. UBS agreed to turn over nearly 5,000 names of individual American clients and paid $780 million to settle a criminal case for aiding tax evasion.

The IRS has also begun initial steps to join forces with other governments to scrutinize corporate tax filings to prevent "tax arbitrage" by companies seeking the best regime.

President Barack Obama has proposed tightening tax rules for U.S. multinationals, including one in which companies delay paying taxes on income earned offshore, a legal practice known as deferral that officials say is abused.

Some tax practitioners expressed worry about such coordination.

"With rare exception ... the taxpayer will absolutely know they are subject to a simultaneous examination," Shott said.

Still, he said there could be cases where the audit needs to be kept quiet, such as when a criminal probe is ongoing.

Initial partners would likely include Canada, the UK and Australia, Shott said.

We agree, again, AssHat. We need a co-ordinated effort to go after these tax cheat terrorists. And terrorists they are. They "terrorise" countries by threatening to leave and go elsewhere. There has to be a policy to prevent them from having a safe haven anywhere.

People complain about companies/countries which indulge in questionable labor practices but they have no problem when a company exploits tax loopholes thereby robbing the citizens of social services.

The tax code is unbelievabley complex. The majority of tax filers are middle class citizens. Making a mistake and being a deliberate tax cheat will not be a consideration...ask anyone who's been audited. The point being it will be the middle class who are harmed not the wealthy...just ask any of the several Obama appointee's who skated.

The reality is they sell a bottle of floor soap once a month! Or some other sneaky, underhanded, greedy deduction they are not entitled to.

Those people are literally taking food out of the mouth of others. I hope they're nailed to the cross.

Easy money is the money thousands made by flipping Real Estate or simply selling a few holdings. What effort went in to a rising housing market?

I know. I made money that way. A friend said I must be upset I had to pay capital gains tax. I asked him why I would be upset paying tax on money (income) from selling rental property that increased in value due to absolutely no effort on my part? Furthermore, the tenant's rents paid the mortgage so I didn't even pay for the buildings!

By being taxed when spending money (sales tax) but not when receiving it (income tax) leads to people hoarding money. It takes it out of circulation.

My good fortune was not due to hard work. You can bet on that!:lol: I just happened to buy at the right time and at the right place. Coupled with the general rise in Real Estate developers moved into the area a few years after I purchased and converted a lot of older places into upscale condos thereby further increasing the value of the buildings I held.

How many other "little" people like me made money? How many other BIG people made money? Did the guy who bought a small store in the main shopping district work so hard that his store increased in value 300% in less than five years?

What about the person who didn't have a stellar credit record or the one who was short a few dollars for a down payment? Were they lazier than me?
Do they deserve to pay rent the rest of their life and never have the opportunity to build up equity in a home?

This gross misconception about Socialism and wanting everyone to be equal is nothing but a made-up lie. People just want a chance.

When sufficient social policies are in place people do not have to worry about a calamity happening. How many older people have "medical nest eggs", just in case? 20, 30, 50 thousand dollars, probably more. Money that could be used to send their children or grand children to university or put a down payment on a home. But they can't use that money because they may contract an illness and we can't blame them for wanting to be prepared. Think of the good that money could be used for if there was government medical.

How can we expect people to share and help others when they know there is no assurance they will be helped?

Change. It's long overdue.

Being a citizen of this country means the individual is more important than the club. Hence our Bill of Rights and republican form of government. If we were talking about subjects of an autocracy, then yes, the club would be all-important.

Income tax is not the "fair way" a flat rate sales tax is the fair way. That way everyone pays the same amount. Easy money, unearned and undeserved, is the money given to welfare recipients, politicians, and Tort attorney's.YOu don't have the foggiest clue of what you're talking about. Regressive taxation scheme's like flat tax alwasy...repeate ALWAYS, shift the burdon of taxation from the wealthy to the working and middle classes. There's only so many bottle of beers, cars, homes and cigerettes you can buy if your wealthy. Progressive taxation is the only fair form of taxation. Apple is right, you are quite wrong.

Bout damn time they started doing something about tax cheats. Catch a few of these criminals and put them in prison for a few years and I bet some other cheats and criminals will start living up to their duties as a citizen.

a white house cabinet member is discovered to owe big money to the IRS (that he/she has tried to hide for a few years), gets an opportunity to pay it with a small penalty, then moves in to big comfy office with big government paycheck.

an average citizen is discovered to owe medium money to the IRS (that he/she has tried to hide for a few years), gets an opportunity to move in to 6x9 cell for 10 years with no government paycheck.

Your "6x9 cell for 10 years" is hyperbole. Even the big-time cheaters rarely go to prison. I know two small-timers who got caught through a routine audit and were fined. In fact, the IRS bent over backward (IMO) to give these guys plenty of time to pay everything they owed plus penalties.
