As importantly, because it was a French project, supported by the French Government, they would not want their workers living in an unnecessary foreign country. It makes sense for them to live in Colombia, or France, but not America.

Try to keep up with Trump's successes. Trump managed to get most all of the NATO nations
to pay their fair share for their own defense by going from 2% to 5% in payments.
They had to agree to put a larger percentage of their GDP into the military and NATO. They paid nothing to anybody. Many were extremely close to the agreed-upon levels. It was no big deal. They did not go from 2 to 5. The 5 percent does not have to be reached until 2035. That includes 1.5 percent which can go into their infrastructure.
