The French made the first attempt at building the Panama Canal, and did a lot of the heavy lifting in doing so. They did not put as much effort into health, so lost a lot more people than the USA. Dying on a project that was later bought out by America does not make those French deaths Americans.
So in short, of the 28,000(not 38,000) people who died building the Panama Canal, 22,000 died before the USA was involved. Because the USA was not involved, the people who were involved would not be living in America.
